If you search the registry for this string &quot;{ED7BA470-8E54-465E-825C-99712043E01C}&quot; you will find it is a globally unique identifier, or guid and when you name a folder with a guild Windows will launch whatever is listed in the registry for that guide. In this case the control panel.

If you wanted to you can make more like one for the recycle bin and call it whatever you like, just copy this string without the quotes &quot;Put Unique Name Here.{645FF040-5081-101B-9F08-00AA002F954E}&quot;
