This feature was available in Windows XP, but seems to have disappeared in Windows 7. How can I resize large pics in Windows 7 without installing any additional software?

I have xp and I ALWAYS used the” make my pictures smaller” option and now all of a sudden it stopped asking me it now. Do you know what I could have done to make it stop asking me? I loved being able to do that !!!! Any suggestions?????
