		<description>I work for a sheriff&#039;s dept and in my dispatch dept my computers are set statically to use certain programs through the state so I can&#039;t just change the IP address. I use Angry IP scanner to identify what is running on my network. Friday I had an IP conflict on one of my computers in dispatch and nothing else was using the same IP adress. The IP address is not in my DHCP scope either(DHCP is server based,FYI). Even when I took the computer offline it shows it as still being in use?? Is there a way to reset this address on my server so I can use it? I even changed the IP address on the computer and both the new IP address and the old one show the same computer name as using that particular IP address and the new one I gave it?? What am I doing wrong? When I installed this particular computer a few months ago it was giving me similar IP issues and problems adding it to the domain, could it be the NIC causing these issues? I am going to get a new computer and try that but it is still showing the original IP address as being active and that computer is not even on the network?? What am I doing wrong??
